After staying in 17th place for the past two seasons, Tottenham are sending a clear message: they cannot remain on the sidelines. Spurs are poised to break their club-record transfer record again for the second time in just a matter of days, as their total spending this summer reaches £237m—more than their previous biggest spend in one season of £235.8m (2023-24). And according to the leadership's moves, the shopping list doesn't end there. After sealing Jan Paul van Hecke's £52m move from Brighton, it was followed by a club-record £85m for Mateus Fernandes from relegated West Ham. Additionally, Spurs and Newcastle have agreed a deal for Sandro Tonali worth up to £100m. It is a sign of the club's clear ambition to return to the level as part of the "big six" of the Premier League—not only in results on the pitch but also in terms of revenue and ability to invest in the first team. Change leadership has a lot to do with the speed and courage of decisions. After Daniel Levy ended a nearly 25-year tenure as executive chairman in September, new chairman Peter Charrington revealed in an open letter in May that "major changes" were needed. Majority shareholder ENIC (86.58%), led by the Lewis Family Trust, has “reset” and injected £100m twice in 10 months through new shares—providing extra bankroll for team reconstruction. The new trading model was also exemplified by more streamlined player sales: Brighton spent £46m on Luka Vuskovic, 19, who had never played in the Premier League and arrived on loan from Hamburg—proof that reinvestment in positions of need, particularly in attack, could be extended. The new squad-cost ratio rules (SCR) explain why Spurs are free to spend: up to 85% of revenue is allowed to go towards player costs (wages, amortisation, and agent fees). In the most recent accounts (2024-25), the club's combined salary and amortization is still at 61%. The new stadium will also make a big contribution: where matchday and commercial at White Hart Lane were just £45m and £73m before, this will hit £126m and £277m, respectively, by 2024-25. With transfer fees amortized over up to five years, the expected £240m total cost equates to around £48m per annum on the books. Tottenham's total revenue in 2024-25: £565m—meaning they could theoretically spend up to £480m on the squad in a year under the SCR.
